Rebecca C. Fink, PE - President, CEO

Background
Ms. Fink has over 20 years of experience, ten of those with Smith, in civil engineering specializing in utility infrastructure. Through her experiences at Smith, the State of New Mexico Environment Department, the City of Albuquerque Public Works Department, and private consulting firms she is conversant in the design of waterline and sanitary sewer line rehabilitation, master plans, and asset management plans. Ms. Fink has extensive experience in management, cost estimating, compliance and quality assurance reporting, and is familiar with the contracting requirements of federal, state, and local agencies. She is skilled in managing utility construction projects from planning and design through construction including coordinating with contractors, design consultants, public agencies, private developers, and utility organizations.

George Nemeth, PE - VP, Civil Engineer, Team Leader

Background
Mr. Nemeth has more than 30 years of experience in civil engineering projects including grading and drainage design; highway drainage analysis and design; and the analysis and design of hydraulic structures, flood control channels, detention/retention ponds, and water and sanitary sewer pipeline designs.
He has supervised and coordinated design teams that include clients, subconsultants, reviewing agency personnel, and contractors. He has experience in establishing project scope and budgets and as well as overall technical responsibility for projects from start to completion.

Jared Lujan, PE - VP, Civil Engineer, Team Leader

Background
Mr. Lujan, with ten years of experience, is one of Smith’s lead civil project engineers. He has experience in hydrologic and hydraulic analysis, and the design and management of storm sewer, sanitary sewer, waterline design and rehabilitation, pumps, treatment facilities, and cost estimating projects. He has extensive experience in Construction Phase Services including time spent as a Resident Project Representative. Mr. Lujan has worked with communities in NM, AZ, and CO.

Cody Sipes, PE - VP, Civil Engineer, Team Leader

Background
Mr. Sipes has 12 years of experience in civil engineering and project management. His background includes grading and drainage design; design of pump stations, water treatment facilities, water transmission and distribution systems, wastewater collection systems, water storage facilities, water source development projects, and planning reports. Project design responsibilities include hydrology calculations for runoff determinations, hydraulic design for water systems and sewer collection systems, corridor modeling for roadway improvements, Hydrologic Engineering Center (HEC) -River Analysis System (RES) modeling for flood control structures, and AutoCAD Civil 3d grading for site development. He has completed over a dozen water system preliminary engineering reports, technical memos, and drainage studies for communities throughout New Mexico. He understands funding agency requirements and grant programs. He has worked with multiple regulatory agencies to see that projects are completed from their initial planning stages.

Caitlin Purigraski, PE - Structural Engineer, Team Leader

Ms. Purigraski has more than five years of experience in structural design and analysis of reinforced concrete, prestressed concrete, masonry, aluminum, cold-form steel, and wood. Her background includes finite element analysis and modeling, parametric modeling, using STAAD Pro, Revit, AutoCAD. She has working Code Knowledge of ASCE 7, ACI 318, PCI, AISC, AISI cold-formed steel, ADM, NDS, IBC. Before joining Smith, Ms. Purigraski was a product development engineer at a solar racking manufacturer where she worked on component enhancements and the creation of a new product line. She oversaw the creation of fabrication drawings, coordinated with vendors, designed components to applicable standards, created test plans, ran tests, and created test reports. She built software applications that took preliminary site/product information to completion.

Isai Garcia, PE - Civil Engineer
Mr. Garcia has experience overseeing construction projects from notice to proceed to final completion. His involvement includes field checks of materials and installed equipment; schedule reviews; attending construction meetings; and serving as engineer’s liaison with contractors. His current projects include the administration of the construction phase for five (5) NTUA Lagoon upgrades. Nancy Peay, PE - Civil Engineer
Mrs. Peay joined the Smith team after earning a Bachelor’s of Science in Civil Engineering from the University of New Mexico. Her experience includes water, wastewater, and sewer system design, land development, construction management and water system permitting with NMED. Specific experience includes managing and providing support for the water/wastewater and hydrology/hydraulics teams. Her skills also include drafting, design, and record drawing processing for water and wastewater treatment plants and collection system improvements. She has completed Asset Management Plans for Albuquerque Bernalillo County Water Utility Authority (ABCWUA) and has researched and written several Preliminary Engineering Reports and Design Analysis Reports. She provides construction administration for several key aspects of project management, including review and approval of pay applications, responding to Requests for Information, review and approval of submittals, preparation of change orders and field orders, and has led construction progress meetings. Mrs. Peay has completed funding applications for USDA-RD, NMFA, municipal and EPA, as well as, applications for groundwater discharge and NPDES permits.

Background
Mr. Daniels has more than 16 years of experience in materials testing at Smith. As Laboratory Manager, he provides leadership for all laboratory team members and materials testing. Mr. Daniels’ team has performed testing procedures on more than 500 projects including structural, road construction, and infrastructure projects. All tests are performed in accordance with American Association of State Highway and Transportation Officials and the American Society for Testing and Materials standards. Mr. Daniels interprets, checks for compliance of materials tested, and prepares daily result reports.

Tod Carroll - Special Inspector

Background
As a Project Observer with Smith for 10 years, Mr. Carroll is proficient in monitoring construction developments to ensure quality control. He has considerable knowledge in materials testing such as soil densities, concrete, Superpave asphaltic concrete, asphalt sampling, grout, and mortar. Francisco Salvarrey, PE, CFM - Civil Engineer
Mr. Salvarrey has practiced civil engineering for over 15 years. His experience includes the study and design of water distribution systems, sanitary and storm sewer collection systems throughout southeastern New Mexico. He has also been involved with land development, construction management, and hydrologic and hydraulic analyses. His past work includes hydrologic and hydraulic analyses for land development, river reaches, and urban street systems using computer model analyses methods. He has prepared several drainage system reports, and Storm Water Pollution Prevention Plans (SWPPP) for local and state agencies. His project experience includes feasibility studies, plan development, design, specification and bid preparation, bidding, and construction observation.

Rusty Payne, PE - VP, Civil Engineer, Team Leader

Background
Mr. Payne is the Senior Engineer and Team Leader for the Smith office in Las Cruces, NM. He has been responsible for project coordination, studies, budget development and implementation, and design of a wide variety of civil engineering projects. His extensive project experience includes studying, modeling, and design of water distribution and transmission lines, water wells, water storage facilities, sanitary sewer collector lines, lift stations, and municipal/urban streets and roadway projects throughout southern New Mexico. Mr. Payne’s Project Manager experience includes establishing project scopes, managing person-days and budgets; supervising and coordinating design teams; coordinating with clients, sub-consultants, reviewing agencies and contractors; and overall technical responsibility for complete projects.

Mr. Jaquess has over 40 years of experience in the consulting engineering field, 16 of those years as the owner of John D. Jaquess and Associates, a consulting firm providing structural and civil engineering services and surveying and materials testing services. Mr. Jaquess has served as Principal Engineer, President and CEO of Smith Engineering since 1994.
